Blanch peas in boiling water for 60 seconds, then transfer to an ice bath to stop cooking. Alternatively, steam in the microwave with a little water until tender.
In a blender, combine blanched peas, avocados, cucumber, shallots, cilantro, lime juice, water, coconut milk, salt, and pepper.
Blend until smooth.
